I think they were made as weapons and not for sale to those who travel. The one in the elaborate metal sheath may have been more for "show" than combat.

As others have noted, this sword was entirely made in Indonesia and unrelated to the VOC. The VOC mark is clearly spurious; for example, the "C" is horizontally not vertically oriented....
