I think it is a variety of wootz (granular wootz)

Nice Kard, Galvano,
The blade does show a Damascus pattern. I also think it is wootz (crystalline perhaps), or even low contrast sham wootz. An etching could develop a pattern slightly better. The hilt is ivory/walrus ivory(?).

Based on the dagger's style, especially the bolster, it is almost certainly Indian, therefore the Indian style crystalline damascus form of wootz would be on the money.

actually if you look at the bolster area.. there is a little hint of pattern.. maybe some nice waterings on this...

it would be interesting to give it a rub with iron sulphate and see a little more..

I'd say Afgani or Central Asian, and later to the kard itself (as late as mid 20th Cent).

The blade (wootz) is older. The reference was made to the scabbard and fittings.
