I think it is Pesh as well. Indian? 19th Cent? The fittings are thin silver, but not too thin. Based on pierced/chased symmetrical flowers, is it Mughal work?
Also, look at how the blade connects to handle: there are TWO separate metal bolsters. Usually there is only one. The blade does not show any signs of breakage or rehilting and is 10'' long. There are two pins though on one bolster closer to the blade. Was it made to be stronger or was it repaired/rehilted that way??

Yes I would say that this is Northern India as well, both scabbard and dagger.
