Officers Walking-out baton?

Hi guys,
I have just acquired this item at auction; catalogue description is that it is an officers walking-out baton, possibly Indian origin. I shall be grateful if anybody can identify country of origin and maybe an approximate age.

A Camel whip for those who travel to my eyes, whip part now missing.

Mid 20th-1980s at a guess.

yeah! ... plenty in Morocco, all shops have it in display, but with the whip
typically touristic item ... :p

Thank you for the pleasant surprise! While I was very suspicious of the catalogue description, I had no idea that it was part of a camel whip. I am more pleased with what it is than what it was sold as! And I didn't pay much for it! No one else in my street has a dagger concealed in the handle of a camel whip, even an incomplete one.
