Marsh. But with a twist.
The ribbons of turquoises are very reminiscent of Bukharan work. I think Elgood in his Arabian book mentions that Bukharan nasters worked in Aravia proper, next door to the Marsh area.

I have seen turquoise like before on marsh Arab pieces like this before.

Looks like the scabbard is made of silver with some gilding in places.
