it appears to be Indonesian as indicated below by another example with a peculiar central joining piece forming a slot into which the two short arms form a longer bow... and illustrating the while material binding the device. Bhutanese bows seem a bit different around the central grip area, as well as the general profile...

Yes, the Bhutanese bows I have managed to find online all have overlapping limbs whereas the one in question has limbs that butt together.
