WELCOME TO THE FORUM. :) I HAVE NOT SEEN ANYTHING EXACTLY LIKE THIS BUT IT STRIKES ME AS SOUTH EAST ASIA, VIETNAM, LAOS, CAMBODIA, THAILAND, BURMA, ECT. PERHAPS SOME OF THE OTHER MEMBERS CAN GIVE YOU BETTER INFORMATION. GOOD LUCK

I've seen similar blade decorations ( offset fullers ) on a sword from Yunnan. Pretty unique. Cheers.
