Hilt looks like a Naval Dirk to me.
Similar shape to the Soviet/Russian Naval dirks.
What's the tip of the blade and the other side like?

Could you try and take better pictures?
That would surely help to better estimate origin and approximate age .

Perhaps Russian, but I'd wager it is Bulgarian. Pre-WWII.
See if you can unscrew the capstan and carefully disassemble the hilt. Perhaps there will be some writing or stamps.
