It is 31cm long, the blade 19cm

I THINK THIS IS MOST LIKELY EUROPEAN PERHAPS FRENCH. ITS NOT LIKELY TO BE PHILIPPINE IN MY OPINION.

If it is Filipino, it is a more recent piece.

The blade and guard look very like some 17thC plug bayonets, though the grip would be nonfunctional in that role. Possibly regripped at a later date when plug bayonets were obsolete.
