It possibly might be an original dagger although its blade is very untypical and tends to the historism. But the slots, normally used for catching and breaking the adversary's blade are certainly not necessary at a dagger just made for decoration

I think there’d be a serious risk of loosing your fingers if you tried to use those slots to catch an opponents blade. Also, using them to break the blade? Highly unlikely.

This detail is indeed interesting. Perhaps to forge there the ring that is generally seen on the daggers of the 17th... It is as if the work had not been finished..

It seems much more likely that you would catch and manipulate the opponent's blade between your blade and those forward curved quillons than that you would attempt that with those tiny unfortunately placed notches and risk your fingers.
