Help identifying silver mark on kindjal

I bought this very small kinjal recently, somhow thinking it was Ottoman. It turned out to be Russian, but I don't know anything about age and origin. It is in rough shape, so not a very good peice, but I gave it for restoration anyway. It has a maker's mark, and three silve hallmarks. I know that the symbol next to the "84" should stand for a place (town) where it was made. Does anyone know this mark? Any thoughts about age? Thanks

The city is Tbilisi, Georgia, and that's a 19th century mark. Do you have more pics of all the marks?

G. McCormack is correct, it is the Tbilisi mark.
I believe this design came into use in 1886.
The embellishment is in Circassian style. Relatively
small daggers like this one were made for boys and
women.

I knew I could trust this forum members for some good answers. Thank you. Here are some additional pictures. Unfortunately, the blade is severely damaged by rust and I can only stabilize it. It is a thin and sharp, with a diamond cross-section and looks fairly well made. Remains of leather or similar material once covering the sheath are visible in picture.
About the small size later. I have participated in previous a thread on the subject and it is an interesting subject.

The 84 itself was of course the fineness of the silver
84 zolotniki or 875/1000 pure silver
Russian marks would have marks including town mark as indicated.
If court supplier the double head eagle.

French used the 84 as well, but only accompanied by a G.
