This is an other ranks, artillery or possible band hanger from around early 1800s, possibly French, but the European armies all used these forms in those times. Like the well known briquettes, these were cast hilt munitions grade arms so made in huge quantities.
The stamp may be a production mark of some kind but these were made in quantity and would not have makers mark.

This is true though the French and British versions did have makers marks , the commonest on the French M 1831 type being TABALOT FRERES .
