A Balkan yatagan exported to Russia? Is that what "AR 84" means? A translation of its blade would also be welcome.

AR 84 is the Russian mark for 84 zolotniki , indicating silver .875 fine (sterling is .925) so sub-sterling value.

I can't translate the text, but the seal of Salomon shows the names of the seven sleepers of Ephesus und their dog. It is a very common decoration on blades of the Ottoman Empire.

And the Seal of Solomon wards off evil being talismanic (Solomon in Islam was a king and a sorcerer).

Very nice i would say a Greek made yatagan, very beautiful congrats!, i have similar but with more plain decorated blade, translation is:
O muhamed stand for Mustafa he is your folower. (Mustafa is the owner)
Beneth there is no hero but Ali nor a sword til zulfikar.
Made by Salih, owner Muatafa 1227 hijri or 1812 gregorian.
In the seal a seven sleepers and a dog.
