I was hoping to see some leather tassels but it is quite possible with the different colour to the leather that they have gone over time.
My thought is that this is from the Sahel, possibly Mali or nearby.
Hopefully someone with better knowledge of African daggers can better place the origin.

Tough to say, the hilt is usually a large part of IDing a region for daggers. So that makes it quite a bit harder! I agree it looks like it was made from a file.
