It's an old stamp for the mexican cutlery brand "VILCHES".
It says :

VILCHES
LEON Gto

The second row is the address of the shop, in the city of León, in the Mexican state of Guajanato (abbreviated Gto.).

They are still active today, and can be found HERE (http://www.cuchilleriavilches.com.mx/home.html)
