Hi Stan: There's not a single marking on the blade, other than the 2 dots.......

Hi,

my normal steel tulwar has the known sickle mark and also one of these dots.
Are these dots really marks or maybe only for testing the hardness

I always thought these were the marks of quality, especially when found on otherwise unmarked blades. Sort of like a Quality Control Dept. in a modern factory or a warehouse putting a check mark in their list next to the merchandise that passed inspection. Only in this case, it is the merchandise itself that's being checked off. So perhaps the original intent was to test for hardness amongst other things. However, I doubt that it was always the case
